Pilotage area of Incheon Port

The pilotage area of Incheon Port includes waters within the line connecting Yangchon-myeon, Gimpo-si (37° 35' 36.05" N, 126° 34' 08.57" E) to the northern end of Seeodo Island and to the northern end of Youngjongdo, Deokjukdo to Uldo, and Ando to Janganseo, Changseo, and the southern end of Daebudo in the consecutive order along with waters from the West Sea Barrage of Gyeongin Hang to the Hangang River gate.

Target of compulsory pilotage

  • A ship of 500 gross tonnage or more that has not been registered with the Republic of Korea
  • A ship of 500 gross tonnage or more that has been registered with the Republic of Korea and is engaged in international navigation
  • A ship of 2,000 gross tonnage or more which has been registered with the Republic of Korea without being engaged in international navigation, provided that any barge shall be limited to a barge combined with a tugboat, and the gross tonnage in that case shall be calculated by adding the gross tonnages of the barge and the tugboat together.

Where pilotage exemption is possible
  • Where a captain of a vessel is on a vessel of which the measurement is more than or less than 30% of gross tonnage, and he/she brings the same vessel into and out of the same piloting area on at least 4 occasions within 12 months or at least 9 occasions within 36months. The number of such times applies retroactively to the date of the application for the exemption. (In the case of dangerous cargo or oil carrying vessels, at least 8 occasions within 12 months or at least 18 occasions within 36 months)
  • Where a captain of a vessel exempted from the compulsory pilotage is on a vessel (hereinafter “similar vessel) whose measurement is less than the gross tonnage or more than 30% of the gross tonnage of the competent vessel that was exempted from the compulsory pilotage and then brings the similar vessel into and out of the same piloting area where he or she was exempt from the compulsory pilotage.
  • When a captain of a vessel exempted from compulsory pilotage is on a competent vessel or similar one again at least 3 months after disembarking the competent or similar vessel, and wants to bring the vessel into and out of the same piloting area, he or she shall receive the compulsory pilotage. However, the pilotage exemption is possible when the period of disembarking is less than one year and he or she has received the compulsory pilotage on at least 2 occasions within the 12 months. In such cases, the number of times applies retroactively to the date of the application for the exemption.
  • When a captain of a vessel exempted from the compulsory pilotage is on and brings out the competent vessel or a similar one, and does not bring it into the same pilotage area within 12 months, he/she shall receive the compulsory pilotage. However, when a captain exempted from the compulsory pilotage has received the compulsory pilotage on at least 2 occasions within 12 months, he/she is exempted from the compulsory pilotage. In this case, the number of times applies retroactively to the date of the application for the exemption.

  • A ship of 6,000 gross tonnage or more which is loaded with dangerous cargo or oil
  • A ship of 30,000 gross tonnage or more
