Overview

This is to promptly remove pollutants for the purpose of minimizing damage to the marine environment after marine pollution accidents arise within Incheon Port.

Principle of polluter responsibility

  • A polluter has the first responsibility for the control of marine pollution, and when a marine pollution accident occurs, he/she shall report it to a competent costal guard without delay.
  • When a marine polluting incident occurs, the polluter shall take actions to prevent additional spill of pollutants, focus on preventing and removing the diffusion of spilled pollutants, and dispose of collected pollutants in an appropriate manner.

Country responsibilities

When a polluter fails to take actions for the control of pollution, the competent authority itself will execute actions for the control of pollution by proxy and charge the polluter the expenses required for executing the actions. When the control of pollution by a polluter is delayed, or a polluter is uncertain, the competent authority itself will execute the following actions for the diffusion of pollution depending on polluted areas.

  • Regarding marine areas outside or inside the harbor limit of Incheon Port (Gyeongin Ara waterway): Competent coastal guard of Korea
  • Coasts outside or inside the harbor limit of Incheon Port: Competent local government (si, gun, gu)
  • Regarding the Port’s facilities outside or inside the harbor limit of Incheon Port (quay wall, piers, lock gates, etc.): Incheon Port Authority
