Hazardous container inspection program

Purpose of CIP
  • The Container Inspection Program (CIP) is intended to prevent any damage to life and property and protect marine environments by conforming to the prevention of any accident on the hazardous substance carrying vessels under transportation in advance by ensuring that the imported hazardous materials transported in containers on the sea observe the IMDG Code and those provisions of the Regulation for the Carriage and Storage of Dangerous Goods by Ships.

Grounds for enforcement
  • It is unavoidable to inspect approximately 3% of the imported hazardous containers (about 3,000 types) from all around the world in order to secure safety because of the presence of risks of large-scale marine accidents as the types and amounts of dangerous goods transported at sea are rapidly increasing.
    ※ IMO-recommended rate is 10% (29th amendment of the IMDG Code)
  • Because Korea does not execute the CIP and thus is regarded as an underdeveloped safety country, dangerous articles (such as lighters, etc.) are indiscriminately imported in large quantity from foreign countries without safety measures.

  • If any violations are found, the proper measure shall be taken for the cargo sender to comply with the CIP
Expected effects
  • The Republic of Korea, one of top 10maritime powers, can increase its international status by upgrading the level of maritime safety into that of advanced countries by naturally enforcing the Container Inspection Program (CIP).
  • It is inevitable to inspect approximately 5% of dangerous goods containers (approx. 3,000 types) imported from all around the world as the amount of dangerous articles is increasing. Thus, this inspection program can make a big contribution to prevent the risks of dangerous goods accidents in advance.
