- Licensing and registration of, and instruction on sea transportation business
- Instructing organizations relevant to sea transportation business
- Affairs about freight rates
- Developing and guiding sea routes
- Ship registration
- Issuing seaman′s pocket ledgers and marine officer′s licenses
- Reconciling seaman's insurance and labor disputes
- Crew welfare
- Supervising seafarers’ work
- Overseas employment of seafarers
- Affairs on measuring the tonnage of ships
- Controlling port stations and examining ship boarding
- Ship safety diagnosis and authorization examination in business establishments

- Establishing port management plans
- Affairs about implementing port construction led by non-management authorities
- Instructing port management organizations
- Registering and instructing port transportation business and relevant business
- Managing and operating port facilities and equipment
- Instructing pilots
- Port security
- Affairs related to informatization
- Operating and managing PORT-MIS/EDI
- Operating and managing information networks for Gyeongin and Youngdong regions
- Administering and protecting information communications security and personal information
- Running and managing its website
Main Duties of Marine Environment and Fisheries Division
- Controlling the opening of ports and maintaining order
- Discussing the use of the marine areas and managing specially controlled marine areas
- Eliminating abandoned ships and sunken vessels inside a port
- Managing and operating official ships
- Managing and operating marine patrols
- Permitting ship repairs and events within the port
- Imposing charges of reclamation and occupation of the common surface of water
Main Duties of Aids to Navigation Division
- Installing, maintaining and repairing nautical aids
- Procuring items for nautical aids
- Managing sea route marks and installing special signal beacons
- Announcing the installation, abolishment and change of locations of nautical aids
- Reviewing and designing the technologies and supervising the construction of nautical aids
- Managing and operating vessels used for nautical aids
- Permitting and reporting the installation, abolishment and change of private and special nautical aids
- Approving and supervising the outsourced verification and management of the completion of private navigation aids
- Managing and operating the Tidal Current Signal System in the Port of Incheon
Main Duties of Planning and Investigation Division
- Executing contracts and budgets
- Procuring and storing materials for construction and other goods
- Compensating for fishery business damage
- Approving plans for implementing non-management authorities-led construction and harbor facility construction
- Managing and inspecting the test and quality of port construction
- Reviewing and evaluating port construction and confirming the completion of port construction
- Testing materials used for construction

- Establishing and adjusting the Incheon North Port development construction plan
- Checking, surveying, and designing Incheon North Port development and supervising the construction
- Managing the process and safety of the construction of Incheon North Port
- Operating, maintaining and repairing machines and equipment for the North Port construction
- Establishing and adjusting action plans for Incheon's new port development (funded by the government)
